Investigations have verified that in most terrorist attacks, surveying the target has been utilized. The surveillance can be directed toward individuals, vehicles, residences, office buildings, job sites, and other locations, such as restaurants and clubs.
The bad guys have the advantage; they conduct this activity for real and every day. They know the terrain and areas. You are the one who is going to stand out by your mere presence; you will make an ideal target.
Those who are conducting the surveillance must take care not to stand out themselves or risk being observed by any third party member such as police, shop owner or security. They may go as far as to check out what types of activities would not draw attention, such as being in a business suit when the locale is township.
Those who are watching you may use one person only, which could alert you if you start to see the same person behind or around you wherever you go. If they use more than one person, then it will be harder to detect since they can trade off positions and people. If three or more persons are added, it will be increasingly difficult to spot the members of the surveillance team following you. The experts in counter surveillance would tell you to look for footwear or clothing worn on the lower body, such as pants for men, skirts for women, which will be harder to cover up or change out of is trying to appear differently to you.
There is methodology allowing you to try and force the surveillance team to show who the members are, such as suddenly stopping and turn around while walking, change your direction suddenly, change your walking speeds, enter shops or stores to see who lingers, or use windows, mirrors, or reflective services to observe who might be watching or following. Vehicle surveillance can be both easier and more difficult to detect, given the means with which this type of surveillance is conducted. As with foot patrol, one vehicle will be easier to spot than two or three. If your employees use the same routes and times in order to travel to and from work, the chances of you being successfully surveyed increase. Vehicle surveillance can be conducted, if you are using the same routes each day, in a manner that is extremely difficult to detect. A vehicle might follow you to a particular point or intersection one day, then turn off and break off contact. The next day, the surveying vehicle might pick you up at this same intersection and continue on, turning off at some farther location.
